ARIN reliable?

I used ARIN to look up an IP of someone that direct connected to me with Yahoo! I have direct connected on more than one occasion to this IP. The ISP is listed as SBC DSL, Southwest Bell, and said it was in Plano, Texas. She "says" she lives in Illinois. Other services to don't list this in their data base. How reliable is ARIN? And can anyone tell me where this IP is located? (75.21.130.254) And is it possible that this person really IS in Illinois? Or am I being bamboozled?

ARIN is only going to tell you were the business office of the ISP is.

The address you posted resolves to a name adsl-75-21-130-254.dsl.rcfril.sbcglobal.net - judging by the naming conventions some large ISPs use, I'd bet the "il" in "rcfril" mean Illinois and the "rcfr" part is a city name.

Rockford seems likely. She says she's in the quad cities area which is about 100 miles from Rockford as the bird flies according to MapQuest. When I do my own IP it comes up much closer to my home than 100 miles. I guess ths is possible though.
