same ip for 5 different people

How can 5 different people in different continent all together have the same IP address.
Is it possible or these people r the same person, pretending to be someone else.

PLus Hostinfo tracks this ip 202.141.239.5 to different locations everytime i try it out. It keeps changing it, Although it remains in the same country but jumps to different cities. IS hostinfo even reliable

If hostip doesn't have an exact match it will create a "best guess" - in which case, it randomizes the results to whatever resolution it can get to (i.e. 192.168.x.x or 192.x.x.x, etc)
