Regional ISP's - Are they a safe cover?

I surf at a cybercafe whose ISP serves clients across a large geographic area (across cities). As a result, when I put any one of the cafe's IP's into WHOIS, or look at the full header of any email I might send (web based), or use geolocation on that IP, the most that comes up is the ISP name located in a city that is FAR AWAY from where I actually am. This seems almost too good to be true. Is there any way for a person I am communicating with on the net from this cafe to find out the actual city I am in?

Only if that ISP provided and updated the information for it's locations.
