Structure of CSV files

Hi all,
can anyone describe the structure of the CSV files?
I am thinking about making my IP2C library (firestats dot cc slash wiki slash ip2c) [curse the urls policy!] support this database, but I would need to understand the structure of the CSV before I can convert it to my optimized binary format.

assuming you understanbd how to read CSV in general.

the first two columns represent a range of IP addresses,
I'm guessing it's a*16777216 + b*65536 +c*256 +d (where a.b.c.d is an ip address)
the third column looks like a national domain but isn't (GB is used where UK should
be etc...) the fourth and fifth should be self-explanatory,
