determining IP dotted format

When I convert one of the long int entries in the ip4 table:

50915072

I get this as the IP address/location:
0.231.8.3 UNITED STATES US Princeton%2C%20NJ 40.3503 -74.6594

How is that possible?
There is no such thing as a network that starts with 0 prefix.

Can you guys elaborate on the "magic" that I am missing when converting these to dotted format?
