Non-owner netblock updates

I'm wondering what the general policy (if there is one) might be for non-owners to do netblock uploads.

I'm thinking here of a specific case: the University of Chicago has a /16 network -- 128.135.0.0/16 -- all of which IPs are located in Chicago, IL. Many of the subnets aren't identified in the database. But I'm also not affiliated with the school (used to be, but no longer) so don't want to stick my nose in and add the netblock for them. If that makes sense...

If you're sure of it, just go ahead and click the netblock upload button on the home page and do it ;)

I was just wondering how long it takes for uploaded netblocks to be in the database. Some I uploaded like a week ago and they still aren't in there :-/

Brad verifies netblock uploads manually.
