WHat's this kind of IP address

I saw a socks proxy with IP address like this 58.186.125.135 , he said that he make it with ProxyPlus , but when i play with this app, i only can setup a socks proxy with my real IP address.
I wonder how he can make an IP address like that and by how i can get information about that Ip address.

running a proxy will not change your IP address.
using a proxy that's running on a different IP address may do it.
also, some H T T P proxies will forward your real IP address in the H T T P header,
it may be possible to fool some websites by forging that header line.
