Summy: the EXACT address is near impossible to obtain without the other party disclosing more information about him/herself.

203.134.52.87 and 203.134.172.99 are both dynamically assigned IP addresses from Primus' internet services. Yes, the ISP's office is in Sydney (according to the whois record), but these IPs resolve to the following host names: 087.e.002.syd.iprimus.net.au and 099.a.003.mel.iprimus.net.au, respectively. Reasonable guesses are Sydney and Melbourne.

207.46.24.47 belongs to Microsoft, and presumably belongs to the MSN server that your Messenger client connected to (given the port number and what you've told us). What makes you think it isn't in the U.S.?

The only sure method is to contact the ISP. However, the company's privacy policy and/or legislation/regulations that the company is subject to, will typically limit access to such information to law enforcement under warrant or lawful access permitting, in cases of emergency.

If you called up Primus, you likely wouldn't get any information because you probably wouldn't be able to past the customer service rep. He/she either wouldn't understand your request or would give you some canned response.

You need to reach level 2 technical support or NOC staff who can actually do something about this. If you are a victim of network abuse from those Primus IP addresses, contact [email protected] (and CC: your ISP). Detail the nature of the attack, the IP addresses, port numbers, the date & time of the attack, and any relevant log file entries.
